Commercial fleet charging specialist Tual has appointed a chief technology officer to support the rollout of its PowerUp Charger technology across European fleet markets.

Engineering leader Luke Dowell brings more than 13 years experience in EV charging, power electronics and functional safety, including senior roles at BP Pulse, Dyson and Jaguar Land Rover.

He recently served as expert technologist for EV charging at BP Pulse and previously led the firm’s research and development function for four years, overseeing technical strategy and innovation across BP’s charging infrastructure portfolio.

Tual’s PowerUp Charger delivers high-power DC charging on grid-constrained sites through integrated battery energy storage, drawing and storing power during off-peak periods for on-demand deployment.

In addition, the business has testing laboratories and prototyping capabilities at its Bicester headquarters.

Tual said the appointment marks a key step in its transition from prototype development to volume production and commercial deployment.

Philip Clarke, founder and CEO, said, “Luke’s deep expertise in charging systems engineering, combined with his understanding of both OEM requirements and charging infrastructure challenges, positions us exceptionally well to deliver the robust, interoperable solutions commercial fleets demand.

“His experience navigating complex technical standards and regulatory frameworks will prove invaluable as we move from pre-production prototypes to volume production.”

Dowell said, “Throughout my career developing charging systems at OEMs and infrastructure providers, it’s been clear that commercial fleets need charging solutions that prioritise uptime and operational flexibility.

“Tual has identified this gap and built rapidly deployable technologies that give fleet operators genuine control over their charging operations.

“The opportunity to contribute technical leadership during this scaling phase, particularly as we bring the technology to market, is exciting.”
